of PostMaster Plus(Windows Desktop Application)
or the Web Certified(Web Based Application)
can now save $1.30 per each piece
of Certified Mail they produce.
Laser Substrates, Inc. is able to pass
this savings along to it's customers because
it has been approved as a solution provider
in the USPS Bulk Proof of Delivery Program.
This program, offered by the United States
Postal Service, provides users of Laser
Subtrates software with the ability to
obtain a digital signature as opposed
to a physical green card signature for
their Certified Mail.
The USPS compiles the signatures into
an Abobe Acrobat PDF file with each Certified
Mail signature listed as a Bookmark by
the Certified Mail number for ease of
navigation to specific signatures. Each
individual PDF file contains all of the
signatures the USPS has captured in the
previous week(FTP Download) or in the
previous 2 weeks(CD-ROM) since the last
file was generated.
PostMaster Plus
In PostMaster Plus, our windows desktop
software, users can take advantage of
using Electronic Return receipt by way
of submitting USPS forms 5053 and 5054.
These forms are required by the USPS to
enroll in the process and dedicates the
DUNS number of the company sending the
Certified Mail to be used in conjunction
with Electronic Return Receipt(Obtaining
a Digital Signature for the Certified
Mail form). Users of PostMaster plus must
receive their Digital Signatures via CD
ROM from the USPS since no audit trail
to a physical meter is available for purposes
of verifying payment for the Electronic
Return Receipt fees. The USPS charges
the $.85 charge for each Digital Signature
captured to the Credit Card number submitted
on form 5054. Both applications can be
completed and printed directly from PostMaster
Plus.
Web Certified
With the Web Certified, our web based
Certified Mail software, users can also
taken advantage of using Electronic Return
Receipt. Users can choose to receive their
signatures via two separate methods, CD
ROM(bi-weekly) or FTP Download(weekly).
Users can also choose to pay for these
digital signatures via two separate methods,
Metered/PC Postage or Credit Card. Laser
Substrates, Inc. has taken been certified
by the USPS to upload files to the USPS
servers for inclusion into the BPOD program.
The records contained in the files uploaded
by the Web Certified application to the
USPS servers are constructed based on
the information the user has submitted
to the USPS in applications 5053 and 5054.
Both applications can be completed and
printed directly from the Web Certified.
Electronic Return
Receipt Options
Delivery Methods
The USPS can deliver your digital signatures
by either CD-ROM(PostMaster Plus or Web
Certified) or via FTP Download(Web Certified
Only).
CD-ROM
If the user opts to receive their digital
signatures via CD ROM, the USPS will
send a CD to the user on the first and
fifteenth day of each month containing
only the signatures that have been captured
since the last CD was compiled/sent.
The CD’s will be sent directly
from the USPS to the end user listed
on application 5053.
FTP DOWNLOAD
On Tuesday mornings, the USPS makes
available the PDF file containing all
of the signatures the USPS has captured
in the previous week since the last
file was generated. Each Certified Mail
signature is listed as a bookmark by
the certified mail number for ease of
navigation to specific signatures. Instructions
on how to download your signatures will
be sent via email when your enrollment
in the program has been accepted(Between
two and three business days after submitting
forms 5053 and/or 5054).
Payment Methods
Payment for the digital
signatures captured by the USPS can be
paid by either Credit Card(PostMaster
Plus or Web Certified) or Meter/PC Postage(Web
Certified Only).
CREDIT CARD
Users who wish to pay by Credit Card
will omit the $.85 charge for Electronic
Return Receipt when applying postage
to their Certified Mail pieces. When
the USPS compiles the signatures into
the PDF file, they will charge the Credit
Card they have on file(submitted in
Form 5054) for the Electronic Return
Receipt fees($.85 times the number of
signatues they have compiled in the
PDF file). This method of payment is
advantageous since the user is only
paying for the Digital Signatures captured
by the USPS(If the USPS fails to obtain
a signature, you are not charged the
$.85 fee).
METER/PC POSTAGE
Users who wish to pay by Meter/PC Postage
will include the $.85 charge for Electronic
Return Receipt when applying postage
to their Certified Mail pieces. Users
who elect to pay for the digital signatures
using this method of payment are not
required to submit Form 5054(USPS Credit
Card Payment Authorization form).
Recommended Certified
Mail Forms
Laser Substrates, Inc.
produces two Certified Mail forms that
are recommended when using Electronic
Return Receipt. Each of these forms omits
PS Form 3811(Return Receipt Green Card)
since this part of the Certified Mail
form is not required when using Electronic
Return Receipt. Click on the links below
